Cargo surveying involves inspection of cargoes of seagoing vessels to certify compliance with national and international health and safety regulations in cargo handling and stowage; reads vessel documents that set forth cargo loading and securing procedures, capacities, and stability factors to ascertain cargo capabilities.

Cargo surveying inspection can be 1st Party (Conducted by owners of the cargo); 2nd party (Client inspection) or 3rd party (conducted by an Independent Surveyor). The main role of the cargo surveyor entails but not limited to the following:

  • Packing and condition inspection
  • Sampling of goods according to GAFTA,FOSFA, etc for testing of dry cargo
  • Draft survey by certifying quantity and weight loading or unloading
  • Weight and quality control at sea ports via a scale
  • Supervise the whole process of loading/discharging the products
  • Certificate issuance
  • Damage/contaminated dry cargo investigation survey into the nature, extent and cause of

Bulk Cargo surveys are a critical part of the government & marine surveying process, providing invaluable information about the condition of cargo before, during, and after it is loaded or discharged. They also play a crucial role in monitoring the current state of heavy equipment shipping industry, ensuring that goods are delivered safely and securely. Cargo surveys involve inspecting the cargo that is being transported on board a vessel to ensure that it is safe and in good condition.

Cargo surveys may be required by law or regulation especially in certain circumstances, such as when transporting hazardous materials e.g. Petroleum Products or when transporting goods that require special handling. In these cases, the inspection company and/or the surveyor will need to be certified and qualified to conduct the survey.

During the survey, the surveyor will inspect the cargo, its packaging, and its condition. They will also check for any signs of water or moisture damage, or any other potential hazards. The surveyor will then provide a report outlining their findings and recommendations. This report is used by the vessel's owners and operators to ensure that their cargo is safe and secure. It can also be used as evidence if there is a dispute between the vessel's owners and operators and the cargo's owners or insurers.

Our Scope For Cargo Inspection

SQAS through the bulk cargo inspection program aims to achieve the following-

  1. To advise and assist in minimising the extent to which procedural and/or measurement errors before, during and after the loading or discharge or cargo transfer that could affect the quantity and quality of product recorded on documents issued at the port or place of load or discharge or cargo transfer.
  2. To ensure during the loading or discharge or cargo transfer that all practicable steps are taken when bulk liquid chemicals are being transferred so that the bulk liquid chemical cargo is not, and do not become, contaminate
  3. When required verify the quality of the cargo to be discharged or loaded or transferred and maintain a detailed time log.
  4. To identify to all concerned parties in a timely manner any matter that may be relevant to the handling of the cargo, allowing for better decision-making by those involved in the process.
  5. To provide a detailed report that details the quantity and quality of each parcel at the point of load or discharge or cargo transfer in a timely manner
  6. To conduct quality (Sampling) and Quantity control of Ships tanks, Shore tanks and rail tanks by Supervision of loading/discharging operations on behalf of the ministry.
  7. We will providing evidence in case of a dispute between the government/agencies, vessel's owners and operators and the cargo's owners or insurers.
  8. We will aim to improve safety for both crew and cargo, Port operations staff, provide better security for goods in transit, and increase the likelihood of successful delivery.
